HP Deskjet 2600 don’t print after installation,information lights are blinking continuously

I just installed my HP Deskjet 2600. I’m trying to print and the control panel display, resume, information lights are blinking. Currently there is a paper that was printing half way in the printer.In the control panel display there is two E’s
